About FLLoCA Program

Financing Locally-Led Climate Action (FLLoCA) is a five-year initiative by the Government of Kenya, supported in collaboration with the World Bank and other donors, implemented by the National Treasury through the Program Implementation Unit (NTPIU) and the County Governments through the County Climate Change Units (CCCUs).

The program aims to implement climate resilience actions at the local level and enhance the capacity of county and national governments to manage climate risks effectively.

The FLLoCA Program focuses on key objectives:

  1. Strengthening the capacity of county-level institutions and stakeholders, particularly the Ward Climate Change Planning Committees (WCCPCs), to accelerate climate action at the local level.
  2. Supporting community-led initiatives to enhance resilience and sustainability.
  3. Increasing access to green technologies to promote low-carbon, climate-resilient development within the counties.
  4. Enhancing transparency and accountability for the support provided and the actions implemented.
  5. Supporting the development and strengthening of policy, legal, and regulatory frameworks at the county level to improve access to climate financing and build local resilience.

The program is being implemented by the National Treasury through the Program Implementation Unit (NTPIU) and the County Governments through the County Climate Change Units (CCCUs).

The purpose of the Internal Audit is to assist the County Government of Bomet in achieving its objectives by applying a systematic, disciplined approach to evaluating and improving the effectiveness of risk management, control, and governance processes.

The Grievance Redress Mechanism (GRM) is established to:

  • Address community grievances and concerns related to the FLLoCA Program.
  • Ensure transparency and accountability during the implementation of projects and programs among relevant stakeholders, including project beneficiaries.
  • Resolve any emerging environmental and social grievances in project areas.
  • Promote positive relations between project implementers, executors, and beneficiaries.

Additionally, the GRM aims to enhance citizens’ and beneficiaries’ ownership and participation in the project. It also serves as a valuable feedback and learning mechanism to help improve project outcomes.

Steps in Addressing Grievances:

The mandate of the GRM encompasses budgeting, expenditure management, financial reporting, risk management, and compliance with financial regulations.

First Step
If you have a concern or complaint about the project implementation, you can log to ticketing system  Grievance Lodging System , call, email, or send an SMS to the respective ward-level GRM Committee for clarification and/or a response to your concerns. Your complaint will be logged into the GRM log register and resolved.
